Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are waged: hopeful statements are delivered from different nations. Significant resources is allocated on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capability enabled by up-to-date information. From witness perspectives, defense planes that had been dispatched to intercept incoming aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense engaged: several firings deployed against a incoming threat. This was a modern interception technology at work, most likely supplied through allied countries. Every firing jolts you unexpectedly, shaking the windows. The brief panic quickly becomes resigned acknowledgment: possibly the hostile projectile won't strike its target this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Following this, a large-caliber weapon opened up on a drone close by, part of a rapid response unit – probably imported technology. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its destination.
Intermittently, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and utility failures in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a reliance that neighboring countries are demonstrably unable to substitute in the immediate future.
Failed Diplomacy
The 28-point plan from US administration provoked deep reactions, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new initiative from Washington adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, undoubtedly, persist.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington operates on a principle familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is impossible to force Russia to surrender the territory that it already controls in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, US leadership does minimal to discourage Russia, through statements or actions, from thinking that the situation will not shift further in its favour in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its benefit.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their mission will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are influencing discussions.
Summary and Prospects
It took a just a single week to eliminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all did their job.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
