UN Security Council Approves the US Gaza Strip Proposal
The UN Security Council has supported proposals presented by Donald Trump for achieving a long-term stability in Gaza, including the introduction of an multinational security unit and a potential route to a sovereign Palestinian state.
Broad Backing with Notable Abstentions
This measure was approved by a tally of thirteen supporting, with China and Russia abstaining. The US envoy Mike Waltz told the international body that it charted “a fresh direction in the area for both sides and all the people of the territory alike”.
Compromise Phrasing on Independence
The inclusion of references to an independent Palestine was the price the America agreed to for backing from the Arab states, who are expected to contribute security forces for the global force.
“Provisional steps that we start today must be carried out in accordance with international law and honoring Palestinian self-determination,” the UK chargé d’affaires stated.
Israeli Resistance Persists
Nonetheless, on the eve of the council decision, Israeli prime minister the Israeli leader reiterated his cabinet's firm resistance to the establishment of a sovereign Palestine, creating uncertainty on whether Israel will permit the enactment of the UN-mandated proposals.
Main Elements of the Resolution
- Swift elimination of remaining curbs on humanitarian aid into the territory
- Formation of an multinational peacekeeping unit
- Steps toward restoration and a possible “avenue to Palestinian independence and statehood”
Unclear Language and Requirements
The reference to Palestinian statehood was a negotiated inclusion to an original American proposal which excluded it. However the wording is ambiguous and contingent, promising only that once the Palestinian Authority has undergone changes and the rebuilding of the territory is under way, “the situation may finally be in readiness for a realistic route to Palestinian self-determination and nationhood.”
International Feedback
The language fell far short of the strong guarantee to the establishment of a sovereign Palestine beside Israel sought by Arab countries, as well as EU representatives, but in statements to the assembly after the decision, representatives from those nations said they were prepared to accept the settlement in the interests of prolonging the present ceasefire and swift steps to assist and secure the over two million Palestinian residents in Gaza.
“We has ultimately decided to vote in favour of this resolution, a text that we support its primary aim, namely the preservation of the cessation of hostilities and the formation of situations permitting the Palestinian population to claim their immeasurable rights to independence and statehood,” the Algerian envoy stated.
Implementation Challenges
The proposal gives comprehensive monitoring control to a “board of peace” chaired by Trump, but of unspecified participants. This committee has to inform the United Nations but it is not obligated by the preferences of the United Nations or by the Palestinian leadership.
Furthermore, it demands the creation of a expert Palestinian panel that is expected to manage daily administration of the Gaza Strip and the provision of utilities, but it is far from clear who would take part.
Stabilisation Team Authority
The mission of the ISF authorizes it to remove and dissolve fighting factions in Gaza, but it is highly uncertain that potential participating nations would agree to attempt to engage such factions. None of the states has to date agreed to contributing forces.
Furthermore the criteria for reform of the Palestinian Authority, the requirement towards progress on independence, have been vague.
EU representatives said they viewed it as pressing that the members of the Palestinian technocratic committee to deliver services was settled as without delay.
